EU261 passenger rights
EU Regulation 261/2004 (EU261) sets rules for compensation and assistance when flights are delayed, cancelled, or overbooked. It applies to all passengers on covered flights - not only EU citizens.
When EU261 applies
- Departure from any EU airport (any carrier), or
- Arrival at an EU airport on an EU carrier
A US traveler delayed leaving Amsterdam on Delta still has rights (EU departure). A US traveler on Delta from New York to Paris may have rights only if the operating carrier is EU - otherwise EU261 often does not apply on inbound non-EU carriers.

Right to care
